Matthew Barter

Police Lieutenant

Matthew Barter is an experienced professional with a strong background in law enforcement and coaching. Serving as an Assistant Coach for Men's Cross Country at Saint Anselm College from August 2009 to March 2013, Matthew contributed to athlete training, recruitment, and off-season program development. A significant portion of Matthew's career was dedicated to the City of Manchester, NH, where roles included Police Officer, Sergeant, and Lieutenant in various units, focusing on violent crime reduction and crime analysis. Additionally, Matthew was a Detective Task Force Officer with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). Beyond law enforcement, Matthew has held board positions with the Manchester Police Athletic League and Friends of Aine, both organizations dedicated to community support. Academically, Matthew holds a Master’s Degree in Criminal Justice from Boston University and a Bachelor’s from Saint Anselm College, alongside Executive Education from the Harvard Kennedy School.
