Meaghan Bailey is a Senior Corporate Counsel at ERCOT since 2025, following a distinguished career as an Administrative Law Judge at the State Office of Administrative Hearings from 2018 to 2025 and the Public Utility Commission of Texas in 2018. Prior to these roles, Meaghan served as a Staff Attorney at the Texas Commission on Environmental Quality from 2014 to 2018 and was an Associate at Smiley Law Firm, P.C. from 2013 to 2014. Meaghan holds a Master's of Law (LL.M.) in Global Energy, International Arbitration, and Environmental Law from The University of Texas School of Law, and a Juris Doctorate in Environmental Law from South Texas College of Law. Meaghan completed a Bachelor of Applied Science in Environmental Science and Natural Resource Management at Texas State University-San Marcos in 2009.
