Jack Starr

Jack Starr, P.Eng., PMP, CPCM, is currently the Contracts Lead for the Baytown Blue Hydrogen Project at ExxonMobil, overseeing contract development and management for major capital projects. With an extensive career spanning forty-five years, they previously served as a Senior Contracts Advisor and held various managerial roles with ExxonMobil and Saudi Aramco, specializing in contract strategy and project management for large-scale energy projects. Prior to their corporate experience, Jack served in the US Navy for twenty-four years, gaining expertise in engineering management and technical oversight for naval vessels. Jack holds a Master of Science in Mechanical Engineering from the Naval Postgraduate School.
