Rick Waters

Rick Waters is the Senior Director for the Indo-Pacific at ExxonMobil, a position they have held since 2025. Previously, Waters served in various roles at the U.S. Department of State, including Director of the Office of Chinese and Mongolian Affairs and Deputy Assistant Secretary of State for China and Taiwan, among others. Waters also held the position of Managing Director at Eurasia Group and directed the China Center at the Carnegie Endowment for International Peace in 2025. They earned a Master of Science in International Relations from Georgetown University Walsh School of Foreign Service in 1997.
