Meisha Holmes

Meisha Holmes, CEcD, CCIP, has extensive experience in economic development and tax services, most recently serving as a Tax Services Senior Manager at EY from February 2020 to July 2022, focusing on indirect tax and global location investment incentives. Prior to this, Meisha held various roles, including Economic Development Program Manager for Cook County Government, where collaboration with municipalities and stakeholders facilitated over $400 million in capital investment and supported 5,300 jobs. Additional experience includes serving as an Administrative Analyst for the City of Norfolk and as an Economic Analyst for the City of Newport News, where responsibilities included managing special districts, conducting statistical research, and preparing cost-benefit analyses. Meisha holds a Bachelor of Arts in Spanish and Political Science from Hampton University and a Master of Public Administration in Public Management from Old Dominion University.
