Chris Hemsley is a seasoned professional with extensive experience in regulatory roles across multiple sectors. Currently serving as Director at Fingleton since November 2024, Hemsley previously held the position of Managing Director at the Payment Systems Regulator from November 2018 to November 2024, where responsibilities included leading policy and strategy initiatives. Hemsley also acted as Chief Executive Officer for the UK Regulators' Network between January 2023 and July 2024. Prior to these roles, Hemsley spent four years as Deputy Director and Chief Economist at the Office of Rail and Road, contributing to the periodic review of Network Rail and engaging in competition issues. Additional experience includes serving as Head of Energy Market Design at the Department of Energy and Climate Change, Director of Consumers and Markets at the Civil Aviation Authority, and leadership positions in competition economics at Ofgem and Ernst & Young. Hemsley's academic background includes a BA in Economics from the University of Cambridge and an MSc in Economics from Birkbeck, University of London.
