Joyce Rooney

Joyce Rooney is currently the Director of Finance at Foothill Transit and has extensive experience in transit operations and management. Previously, they served as the Transit Operations & Transportation Facilities Manager for the City of Redondo Beach from 2010 to 2024, overseeing a budget exceeding $10 million and managing various transit programs and compliance issues. From 1990 to 2010, they worked as the Transit Operations & Transportation Supervisor for the City of West Hollywood, where they planned and implemented fixed route operations and improved fiscal controls. Earlier in their career, Joyce was the District Director of Marketing for Laidlaw Transit from 1988 to 1990. They hold a Bachelor of Science degree in Business Administration and Management with a focus on Marketing from the University of Southern California, earned in 1982.
