FSD – Central Agency for PTI A modern state such as the Federal Republic of Germany does not achieve public service objectives solely by the means of unilateral regulations, but also utilizes private actors. The entrusting for the development and provision of specifications for the Periodic Technical Inspection of road vehicles (PTI) comprises the commissioning of FSD to fulfil public tasks and the transfer of the necessary powers. The purpose of this entrustment is to relieve both, the federal government and the federal states, by taking advantage of the special expertise of FSD and its employees. With the development of innovative test technologies to detect defects, abrasion, aging and manipulation of vehicle components and systems, FSD contributes significantly to steering the briskly advancing electronification of vehicles and road traffic, thus providing a reasonable balance between technical progress and risk management.
