Thomas Dowling is the Co-Founder and CEO of FullSeam, a role they have held since its inception. They serve as a Commissioner for the Illinois Student Assistance Commission, overseeing significant financial aid distribution to students in Illinois. Previously, Thomas was the Co-Founder and CEO of TaxProper, which was acquired by Opendoor, where they now lead the TaxProper business. They have also provided municipal finance advice to Mayor Lori Lightfoot during her transition. Thomas holds multiple degrees, including a BA in Political Science and History from the University of Illinois Urbana-Champaign and an MSc in Social Policy from the University of Oxford, and is currently involved in Y Combinator.
