The essence of it is that FDA through the program managers actualize a problem, sets objectives, raises funds (grants, etc.), select implementing partners or executives and provides funding and project coordination. Hence project managers have maximum authority including decision making at the beginning and closing of projects. implementation of projects are organized through executives within creative project-study groups.
