Who we are
Generation 2004 is a dynamic staff association campaigning against injustice and inequality within the EU institutions.
We give a voice to staff recruited after the 2004 and 2014 reforms of the Staff Regulations, whose career prospects, pay, and employment conditions have been significantly diminished as a result of these reforms.
Founded in 2012 as a grassroots reaction to these reforms and to the indifference of existing trade unions, Generation 2004 has grown into the largest locally represented individual staff organisation within the EU institutions.
We currently enjoy over 32% support across sites and elections, reflecting strong and growing trust among staff.

Why we exist
The 2004 and 2014 reforms marked the most substantial changes ever to the EU staff employment framework.
They were heavily biased towards protecting the acquired rights of staff recruited before these dates, while placing the burden of change almost entirely on new recruits.

As a consequence, today’s EU public service is characterised by:
- Artificial juniorisation, where highly qualified and experienced staff are recruited at entry-level grades;
- The creation of vulnerable staff categories, notably Contract Agents with limited career perspectives and mandatory exit after 6–7 years;
- A growing fragmentation of the workforce, reinforced by biased administrative practices and professionalized staff representation structures detached from everyday working reality.

What we stand for
Our mission is to contribute to the creation of a modern, unified EU public service, based on:
- Fair, just and motivating employment conditions;
- Equal recognition for equal work;
- Non-discriminatory recognition of both internal and external professional experience.

We actively seek open and constructive dialogue with EU institutions and their administrations and will continue our campaign until concrete, sustainable measures are taken to reduce career inequalities.
