Jim Lay

Jim Lay is a seasoned legal and compliance professional with extensive experience in national security and trade compliance roles. As the Managing Member at phalanx law since January 2009 and the Senior Vice President for National Security Solutions and Strategic Commercial Compliance at GEOTAB since March 2019, Jim plays a pivotal role in steering trade compliance initiatives. Previously, Jim held a position in Global Trade Compliance at Raytheon and served as an Adjunct Associate Professor of Law at American University Washington College of Law. With a successful track record in prosecuting white-collar fraud as an Assistant Commonwealth's Attorney in Virginia, Jim has also contributed to significant congressional investigations for the United States Senate. Jim's educational background includes a Juris Doctorate from George Mason University - Antonin Scalia Law School, a Master of Arts in International Transactions, and a Bachelor of Arts in Electrical Engineering/Philosophy from George Mason University. Additionally, Jim has completed executive education at the University of Virginia Darden School of Business.
