Freeman Tsui

Freeman Tsui joined General Human Outreach in the Community, Incorporated in 2013. Mr. Tsui has over 30 years of experience in managed health care. He began his career in 1983 working for Altcare Corporation, a healthcare consulting firm in Minnesota specializing in long term care. He later worked for a managed care actuarial firm called Health Economics in Pennsylvania as a rate consultant. With the Medicaid and Medicare experience that he gained from Health Economics, he worked for several prepaid managed care organizations including Healthnet as Director of Actuarial Services and Analysis, Chinese Community Health Plan in California as Director of Operations, United/AmeriChoice Health Plan in Pennsylvania as Director of Provider Contract Management, CareSource in Ohio as Director of Actuarial Analysis, HealthMarkets in Philadelphia as Director of Financial Operations, and Central Health Plan of California as Interim CFO/COO, and then BeneCard Services, which was an IT development company in Pennsylvania, as Director of Government Program Reporting and Reconciliation. Additionally between 1996-1998, he served as the CEO with a non-profit organization called Community Health Network which was a provider network (IPA) on behalf of seven Federally Qualified Health Centers servicing 175, 000 patients in Philadelphia.

Mr. Tsui holds a Master in Business Administration, Bachelor in Accounting, and is a fellow in Employee Benefit Specialist.
