Thomas Plumb-Reyes

Thomas Plumb-Reyes is a highly experienced professional in the field of science and technology policy with a background in physics. Thomas currently serves as a Technical Program Manager on the Governance and External Affairs team at Google Quantum AI, a position held since September 2025. Prior to this role, Thomas was the Quantum Policy Coordinator and Policy Advisor at the U.S. Department of State, and an APS Congressional Science & Technology Policy Fellow at the American Physical Society. Earlier experience includes an AAAS Executive Science & Technology Policy Fellowship at the American Association for the Advancement of Science, and serving as a Graduate Teaching Assistant, Graduate Student, and Graduate Research Assistant at Harvard University, where notable teaching achievements included receiving the Derek C. Bok Award for Excellence in Graduate Student Teaching. Thomas holds a Doctor of Philosophy in Applied Physics from Harvard University and a Bachelor of Science in Physics from the University of California, Los Angeles.
