Graham Windham
Patrick Germain serves as the Chief Performance Officer at Graham Windham, overseeing performance measurement, quality assurance, and program innovation for one of New York City's leading child welfare agencies. As the Chief Executive Officer of eLoom Analytics and the Founder and Principal of Germain Impact Solutions, Patrick provides consulting services with a focus on social justice and racial equity. Additionally, Patrick serves as an Adjunct Professor at NYU Robert F. Wagner Graduate School of Public Service, teaching Performance Measurement and Management. Past experience includes roles such as Executive Director at the New York City Department of Health and Mental Hygiene and Chief Strategy Officer at Project Renewal, showcasing extensive expertise in strategic planning, evaluation, and program development across various organizations. Patrick co-founded the New York Consortium of Evaluators and has held various positions in policy analysis and direct service, contributing significantly to the fields of public health and education. Patrick holds an MPA from New York University and a BA from UC Santa Barbara.
