Graham Bishop is renowned for his vision and courage to propose radical ideas, yet ground them in a mastery of the technical details of the financial system… to the extent that he has even been referred to as a one-man think tank.

Graham has steeped himself in the political, market and regulatory processes since the early 1990’s, when he played a key role in designing the changeover to the euro, both of national currencies and of Europe’s capital markets.

As a dedicated Europhile, Graham offers his experience and insights on a pro bono basis in key fields to EU policy-makers. Specifically, he has proposed and crafted the ‘Temporary Eurobill Fund’ and held detailed conversations in Berlin, Brussels, Frankfurt, London and Paris. The decision by Commission President Barrosso to select Graham to be a member of an Expert Group considering the options for Eurobills and Redemption Funds underlines the significance of his work. A Temporary Eurobill Fund would change the euro area government debt market dramatically, as well as having much broader implications for the EU's financial system.

Life is changing and the global significance of Europe’s problems is immense. Institutional investors and major financial firms now face a huge commercial challenge in Europe. The vision of political integration has entered a critical phase: Either the euro area will develop into a close political union during the next decade or it will disintegrate.
