Kitty Richards

Kitty Richards is a dedicated fiscal and economic policy expert, having served as the Director of the State and Local Fiscal Recovery Funds Program at the U.S. Department of the Treasury from 2021 to 2022. They have extensive experience in progressive economic policy, working within think tanks, on Capitol Hill, and in the White House. Kitty’s previous roles include Acting Executive Director at the DC Fiscal Policy Institute and Chief of Staff for a District of Columbia Councilmember, where they managed legislative operations and helped pass significant policy like the Universal Paid Leave Act. With a strong research background and a J.D. in Tax Law from New York University School of Law, Kitty continues to advance economic policies that benefit diverse communities.
