Matthew Phelps

Matthew Phelps is a seasoned leader with extensive experience in both the public and private sectors. Currently serving as a Director at Guidehouse since June 2023, Phelps previously held the position of Specialist Leader at Deloitte, where dedication to Human Capital transformation in the Government and Public Sector led to significant improvements for over 400,000 Navy Sailors and their families. Prior experience includes roles as Deputy Director and Director within Naval Personnel Command, focusing on team leadership and operational efficiency. Phelps also has a background as a Budget Programmer at OPNAV, managing over $50 billion in Navy resources, and as a Nuclear Submarine Officer in the U.S. Navy. Phelps holds a Master of Science in Leadership and Human Resource Management from the Naval Postgraduate School and Bachelor's degree in History from the United States Naval Academy, along with Lean Six Sigma certifications.
