Pam Kilpatrick

Pam Kilpatrick is an accomplished manager with 30 years of experience in State government roles, emphasizing the formulation and implementation of actionable recommendations in alignment with Federal and State regulations. They served as a Senior Budget Analyst and Assistant State Budget Officer at the Office of the Governor, North Carolina Office of State Budget & Management from 2005 to 2010, and later held positions as Public Health Budget Director and Senior Medicaid Budget Analyst at the North Carolina Department of Health and Human Services. Currently, Pam is the Associate Director at Guidehouse, following their tenure as Managing Consultant, which commenced in 2018 after navigating the acquisition of Navigant.
