Frans Hoebens

Frans Hoebens is the head of the APP (Advies, Projectmanagement en PMO) department at GVB, where they lead a team of 50-60 project professionals dedicated to enhancing public transportation in Amsterdam. They focus on warm, growth-oriented leadership and emphasize coaching, structured processes, and continuous improvement. Prior to their managerial role, they served as a senior project manager and advisor in the public transportation sector, contributing to strategic projects and organizational transformation. Frans holds an MSc in Technische Bestuurskunde from Delft University of Technology and a degree in Logistiek Management en Technische Vervoerskunde from Fontys University of Applied Sciences.
