David Saumweber

David Saumweber has more than 40 years of experience in various leadership positions. David served as the Senior Consultant at Fig Leaf Software since 2018, where they had extensive expertise in capture and proposal management in the Federal information technology space. Prior to that, they were the Vice President of Business Development at Halvik starting in 2014. From 2011 to 2014, they worked as the Vice President and Executive Director of ENCORE II PMO at ManTech Enterprise Management, Inc., where they managed relations with partners and subcontractors. David also led opportunity research and managed all proposals for ENCORE II task order offers. Before that, they were the Vice President of TranTech, Inc. from 2010 to 2011, where they prepared the business for sale by focusing on business development and project management support. David served as the Director of Quality Management at Evolver, Inc. from 2008 to 2010, where they developed a quality management program integrating ISO and CMMI standards. Prior to that, they held various leadership roles at CLR, Inc., TranTech, Inc., and as an Independent Consultant. David began their career as the Director of Information Services at the National Academy of Sciences in 1977, where they were responsible for the archives, library, and executive information system.

David Saumweber obtained their Bachelor of Arts (BA) in Philosophy from the University of Virginia from 1965 to 1969. David later pursued a Master's degree in Philosophy of Science from the same university, which they completed from 1972 to 1975.
