Rick Kelly

Rick Kelly serves as the Divisional Vice President of Network Management at Blue Cross and Blue Shield of Illinois, New Mexico, Oklahoma & Texas since June 2008, where strategic development and implementation have significantly enhanced competitive positioning in Retail and Government markets through the expansion of provider networks. Achievements in the Retail & Small Group Marketplace include securing the lowest cost plans statewide across all metallic levels, resulting in a market share exceeding 90%. Prior roles include Senior Director and Senior Manager at Westmont Medical Services, and various leadership positions within Saint Francis Health System and Blue Cross and Blue Shield across multiple states. Rick holds a Master of Business Administration and a Bachelor’s degree in Marketing and Finance from Oklahoma City University.
