David Moore is an experienced Program and Project Manager with over 25 years in engineering, specializing in water resource projects. Currently serving as the East Region Civil Works Business Class Lead at HDR since February 2021, David previously held the role of Vice President and National Flood Risk Management and Resiliency Service Line Lead at Tetra Tech from October 2005 to February 2021. David also served as Northeast Operations Director for Tetra Tech's Water Division and as Water Resources Director at Burgess & Niple. Early career experience includes working as a Hydraulic Engineer at the US Army Corps of Engineers. David holds a Master's degree and a Bachelor of Science degree in Civil Engineering from Ohio University.
