Heather Foley

Associate, Market Sector Leadership, Landscape at HED

Heather Foley is currently an Associate at HED, in the Market Sector Leadership department for Landscape. Heather has over thirteen years of experience in different aspects of land use, including housing, capital markets, cross-border development, and urban revitalization.

Heather Foley's experience began in 2006 as a Senior Designer at DesignWorks, LC. Heather then became the Executive Director of ULI South Carolina in 2010, where they served for seven years. In this role, they were responsible for the state’s 3 major metro regions of Charleston, Columbia, and Greenville. After moving to San Diego in 2016, they took on the role of Executive Director of ULI San Diego-Tijuana District. In this position, they were responsible for issues related to land use policy, housing, mobility, and capital markets in the Greater Baja California region. Heather held this position until 2019, when they joined HED as an Associate.

Heather Foley is a highly experienced land use professional with a passion for creating sustaining and thriving communities.

Heather Foley has a Master's degree in Landscape Architecture from the Rhode Island School of Design and a Bachelor of Business Administration (BBA) in Finance, General from the University of Vermont.
