HedFleet is a strategic consulting firm specializing in modern mobility planning for police, public safety, and government fleets. We advise agencies on how to successfully transition to electric and alternative-fuel vehicles—without compromising performance, reliability, or public accountability.

Founded by James Hedland—the creator of the world’s first all-EV police fleet—HedFleet brings deep expertise in vehicle electrification, law enforcement integration, procurement support, and behind-the-wheel EVOC training.

We are not an upfitter. We are not a product company. We are your trusted advisor—helping departments navigate the operational, technical, and political challenges of modern fleet transformation.

From infrastructure readiness and warranty-safe integration strategies to officer training, grant alignment, and public communication—we build the roadmap and hold stakeholders accountable. We've supported over 100 departments nationwide, including DHS, Beverly Hills PD, LASD, Irvine PD, and Anaheim PD, and we’ve worked closely with leading partners like Motorola, Whelen, and Setina.

Our services include:

EV Readiness Audits & Fleet Assessments

Procurement Strategy & Vendor Guidance

Custom Technology + Upfitting Consultation

Officer Training + EVOC Program Development

Public-Sector Communication Support

Contract Oversight & Stakeholder Alignment

We believe fleet electrification isn’t just possible—it’s inevitable. The agencies that lead today will define the next generation of policing. HedFleet exists to make that future mission-ready.
