Henge Development LLC is a certified M/WBE firm dedicated to conscientious development, strategically reinvesting social and capital resources into historically marginalized communities. We preserve and develop affordable housing in partnership with housing authorities, developers, mission-driven nonprofits, and community stakeholders.

Our work began in NYCHA's PACT/RAD program, where we are a partner and investor in over 8,000 units with more than $4 billion in total capitalization. We specialize in occupied rehabilitation, renovating buildings while residents remain in place, which requires precise coordination across construction, relocation, finance, and resident services. Our portfolio is growing to include new construction and new geographies.

Henge brings deep experience in structuring complex affordable housing transactions, including LIHTC, tax-exempt bonds, RAD, and layered public subsidy programs, delivering projects that are financially sound and responsive to the communities they serve.

Our affiliate, Urban Shift Relocation Services LLC, manages tenant relocation for occupied rehabilitation projects, bridging real estate development, construction, and resident engagement through a compliance-forward model rooted in transparency, cultural competence, and logistical precision. Urban Shift serves as the central point of contact between residents, property management, construction teams, and development partners.

Henge was founded by Ayanna Oliver-Taylor, who brings more than a decade of experience at NYC Housing Development Corporation and L+M Development Partners, where she led the design and financing of large-scale preservation and new construction projects across New York City.
