Mark Libby

Mark Libby serves as the Regional Emergency Coordinator at the U.S. Department of Health and Human Services since December 2002, overseeing federal emergency health and medical response operations and developing regional preparedness plans for various emergencies. Prior to this role, Mark held a similar position at the U.S. Department of Homeland Security from March 2003 to January 2007, focusing on the National Disaster Medical System. Earlier in the career, Mark was the Director of the Office of Emergency Medical Services in the State of Connecticut, managing the state's emergency medical services and trauma system. Mark's foundational experience includes roles at Hartford Hospital, where responsibilities ranged from managing the Department of Surgery to overseeing a Level I Trauma Center and providing nursing care as a LifeStar Flight Nurse. Mark holds a Master's Degree in Public Administration from Norwich University and a Bachelor's Degree in Nursing from Northeastern University.
