Rachel E. Factor

Rachel E. Factor is a seasoned professional with extensive experience in refugee program management and data analytics. Currently serving as a Senior Refugee Program Monitor at the U.S. Department of Health and Human Services since January 2023, Rachel previously held roles at General Dynamics Information Technology as a Functional Analyst and at Refugee Services of Texas as a Senior Program & Data Specialist, where responsibilities included program development, federal reporting, and community outreach. Rachel's career also includes roles at organizations such as the Ethiopian Community Development Council, the Michael & Susan Dell Foundation, and Church World Service, focusing on data management, analysis, and program implementation. Rachel holds a Master of Science in Statistics from the University of Pennsylvania and a Bachelor’s degree in French from the University of Michigan.
