William Freeman

William Freeman, MBA, currently serves as the Senior Government Affairs Representative at Highmark Health, starting in February 2024. Prior to this role, William held various positions including Legislative Liaison at the Pennsylvania Department of Environmental Protection from January 2019 to February 2024, and Legislative Specialist at the Pennsylvania Department of Health from January 2014 to January 2019, where significant responsibilities included serving as a liaison with the Secretary of Health and analyzing health-related legislation. Earlier experience includes serving as the Radiological Officer for Lower Allen Township from January 2010 to February 2017, focusing on radiological emergency planning near the Three Mile Island Nuclear Generating Station, and as an Emergency Medical Technician from September 2007 to February 2017. William holds an MBA from the Fox School of Business at Temple University, a Bachelor of Arts in Public Policy from Penn State Harrisburg, and is currently pursuing a Doctor of Public Administration at Walden University.
