A ubiquitous digital identity solution will not be led by Big Tech whose commercial interests and incentives conflict with the public interest and the common good. Sovereign governments have political interests, legal systems and jurisdictions so can not offer a unified single global solution.  

The only workable answer is a non profit foundation; impartial, free, trusted, secure and totally interoperable. A foundation that has no commercial or political interests or incentives that may conflict with the common good.
