HIRA Partners is a senior advisory collective based in Stavanger, Norway. Our four partners bring direct experience of leading across the full oil and gas value chain — from exploration to production, from regulator to boardroom, from transaction to transformation.

Our four partners are Ingrid Sølvberg, Rune Martinsen, Alv Bjørn Solheim, Hilde Fey Lunde.

We advise on the decisions that define companies. Clients engage one HIRA partner and access the combined experience of all four. Before our judgement and advice leaves the room, the partnership has already challenged, refined and quality-assured it. That is the structural advantage we offer.

Our advisory rests on four pillars:
 - Oil and Gas Executive Advisory
 - Strategy and Leadership Advisory
 - Low Carbon and Energy Transition Advisory
 - Transaction and Commercial Advisory

Every engagement is led and delivered by a HIRA partner. No junior layer. No overhead. Partner-level attention, applied to every assignment.
For international companies operating in Norway, or any company navigating NCS licensing, CO₂ storage permitting, or Norwegian business policy, HIRA offers the network, credibility and insider insight that no generalist advisory firm can match.
