Paula Dowell

Paula Dowell is a Senior Vice President at HNTB, focusing on expanding integrated planning services related to transportation for various agencies. Prior to this role, Paula held positions at Cambridge Systematics, Inc. as Vice President of Growth, and at Wilbur Smith Associates as National Practice Leader in Economics and Freight Planning. Paula also has a background in academic research, having worked at the University of Tennessee's Center for Business and Economic Research. Paula holds a MS and PhD in Economics from the Haslam College of Business at the University of Tennessee, and a Bachelor of Business Administration in Economics from East Tennessee State University.
