Scott Cooper, PE, is a seasoned professional in transportation and toll road programs with over 30 years of experience in planning, designing, and managing major transportation facilities across North America. They began their career with the Texas State Department of Highways and Public Transportation in 1987, later becoming the owner and president of an engineering and construction firm specializing in toll road operations and maintenance. Currently, Scott serves as Vice President at HNTB Corporation, where they lead complex projects aimed at enhancing safety and mobility. They hold a Bachelor’s degree in Civil Engineering from Texas A&M University.
