Sam Trebilcock has extensive experience in urban and transportation planning, beginning as a Planner with Planning and Development District III from May 1991 to July 1994, where responsibilities included zoning, comprehensive plan formulation, and grant application writing. From July 1994 to June 2000, Sam served as a Planner at the South Eastern Council of Governments, focusing on zoning, grant administration, and municipal ordinance analysis. Following this, Sam worked as a Transportation Planner for the City of Sioux Falls from 2000 until December 2023, leading significant projects such as the Shape Sioux Falls Comprehensive Plan and updating the city's zoning ordinance. Currently, since December 2023, Sam is a Transportation Planner at Houston Engineering, assisting clients with various transportation planning needs. Academic achievements include a Bachelor’s degree in Geography and Political Science from South Dakota State University and a Master’s in Public Administration from The University of South Dakota.
