Lucy Sayer possesses extensive experience in infrastructure management and policy development, beginning with a role as Oracle Database Administrator at Parsons Brinckerhoff, where database administration was conducted for the WCML Public Inquiry. Lucy transitioned to Crossrail as Policy Manager, specializing in policy and leading parliamentary support during the Crossrail Bill. Subsequent experience includes positions at HS2 Ltd as Head of Petition Management and Director of Hybrid Bill Delivery, where major infrastructure programs and stakeholder management were developed for High-Speed Rail in the UK. As Director at Sayer Consulting Ltd, consultancy services were offered in project management and sustainability. Currently, Lucy is a Partner at Carter Jonas, focusing on expanding client services for consent-based infrastructure projects, while previous roles included Corporate Policy Consultant at Thames Water and Interim Hybrid Bill Delivery Director at HS2 Ltd.
