Toby Robins

Toby Robins is the Head of Programme and Commercial Assurance at HS2 Ltd, where they lead assurance initiatives for significant projects. With extensive experience in program and commercial assurance, Toby previously served as the Head of P3M Assurance at Network Rail, managing a £5 billion annual CAPEX portfolio from 2015 to 2023. Prior to that, they held the role of Programme Manager, where they successfully delivered complex change programs and built stakeholder relationships across various organizations, including government bodies. Toby began their career at Network Rail in 2002 as a Change Project Manager, delivering innovative projects that yielded financial benefits for the organization. They earned a BA (Hons) in Dramatic Arts from Bretton Hall University in 1998.
