They have served as a technical advisor for aviation rulemaking and held key positions in various organizations, including the ECA/IFALPA Security Committee and the International Confidential Aviation Safety Systems. Fran's extensive flight experience includes over 20,100 hours as a pilot, with type ratings in multiple aircraft. They previously worked in roles such as Flight Operations Commander and Aviation Security Manager Advisor, contributing significantly to both safety and security in aviation. Fran continues to advance their expertise through ongoing education as an ICAO Instructor.
