Toshiro Baum

Toshiro Baum is a foreign policy and international development professional currently working at IBM’s federal consulting practice, where they focus on advancing digital development solutions. Toshiro has previously held positions at the U.S. Department of State as a coordinator for foreign assistance initiatives and as a country desk officer for the Democratic Republic of the Congo at USAID. They have also contributed to programs at the Cybersecurity and Infrastructure Security Agency and the National Democratic Institute, among others. Toshiro earned a master's degree from Princeton University’s School of Public and International Affairs and has engaged in various international projects, including research on renewable energy in Morocco under the Fulbright program.
