Joe Bauer

Joe Bauer is the current Director at ICEAA. Joe has also worked as a cost analyst and deputy comptroller in the US Air Force.

Joe Bauer joined the US Air Force in 2004 as a deputy comptroller at the 10th Air Base Wing at the US Air Force Academy. In this role, they were responsible for formulating, justifying and executing the wing's annual budget. Joe also communicated and defended budget requirements to Headquarters US Air Force, and developed recommendations for effective management of the wing's budget. In 2009, Joe Bauer was transferred to provide cost analysis and cost estimating for the USAF F-22 Raptor modernization program. In this role, they supported the Program Objective Memorandum (POM) and Planning, Programming, Budgeting, Execution (PPBE) process, sufficiency and milestone reviews, and other high-level requests for information. Joe also developed and employed cost estimating relationships and statistical models, and provided fiscal advice to program managers and key decision makers. Joe Bauer remained in this role until 2012 when they left the US Air Force.

Joe Bauer has earned a MS in Cost Analysis from the U.S. Air Force Institute of Technology, an MBA in Business Administration and Management from University of Phoenix, a BS in Business Administration and Management Studies from University of Maryland Global Campus, an AA in Liberal Arts from Honolulu Community College, and an AS in Ecological Controls from Community College of the Air Force. Joe Bauer also holds a certification from Cornell University in Data Analytics and from ICEAA (International Cost Estimating & Analysis Association) as a Certified Cost Estimator/Analyst (CCE/A).
