Amber Madden is the Vice President of Grants and Disaster Management at ICF, where they lead business development, government relations, and strategy for the Disaster Management Division. Prior to this role, they served as a Senior Director at Tidal Basin Group and held various influential positions within the City of New York Office of Management and Budget, overseeing significant HUD CDBG-DR grant funding for recovery and housing programs. Madden also worked as a Senior Disaster Recovery Specialist at APTIM and coordinated housing training projects with the Illinois Department of Human Rights. They hold a Master’s degree in Economics and Community and Economic Development from Illinois State University and are currently pursuing a Bachelor of Science in Economics at Western Michigan University.
