Carlos Rivas is currently a Manager of Residential New Construction Programs at ICF, where they previously served as Program Manager for the Maryland ENERGY STAR New Homes Program and Washington Gas New Homes Program from 2018 to 2022. Their responsibilities included managing outreach to builders and HERS raters, application management, and stakeholder training. Prior to their role at ICF, Carlos worked as a HERS Rater at PEG from 2016 to 2018, conducting HERS ratings and ENERGY STAR New Construction inspections. Carlos is presently pursuing studies at Montgomery College.
