Cynthia Bayless

Cynthia Bayless is an experienced educational professional specializing in program administration within the Head Start framework. Currently serving as a Training and Technical Assistance Specialist at ICF since August 2015, Cynthia oversees grantee operations for Head Start Region IV. Previous roles include Program Director Consultant at Community Development Institute Head Start and Program Director at CDI Head Start, where Cynthia managed a $2 million annual grant and a team of 50 employees, ensuring compliance with various performance standards. Prior experience includes serving as a Program Director at Monticello Area Community Action Agency, and co-founding Hagerstown Children's School. Cynthia holds dual B.A. degrees in Psychology and Sociology from Kent State University.
