Harriet Dichter

Harriet Dichter is a results-driven early childhood consultant with extensive experience in policy, strategy, and systems development. Currently serving as a consultant and consulting director for ICF, Harriet has led transformative initiatives at the local, state, and national levels, including as Executive Director of the Delaware Office of Early Learning and Deputy Secretary for Pennsylvania's Office of Child Development and Early Learning. Throughout their career, Harriet has been recognized for innovative partnerships and strong advocacy, impacting early childhood systems in various leadership roles across government and nonprofit sectors. Harriet holds a B.A. from Yale University and a J.D. from the University of Pennsylvania Law School.
