Jim Arthur

Jim Arthur is an Urban and Regional Development Specialist with extensive experience in managing multi-discipline professional teams for strategic assessments, capacity building, and institutional development programs. Currently serving as a Technical Director at ICF since 2013, Jim has previously held the position of Manager for Regional Development at Oyu Tolgoi LLC from 2011 to 2013. With a strong background in urban infrastructure, sanitation, and wastewater management, Jim has advised on international development strategies throughout a notable tenure at GHK Consulting from 1989 to 2010 and continues to guide strategy as a Non-executive Director at GHK Hong Kong and GHK International. Jim earned both a BSc and PhD in Civil Engineering from the University of Birmingham between 1972 and 1978.
