Rachel Barney is a seasoned professional with extensive experience in workforce research and performance improvement. Currently serving as the Senior Director at ICF since October 2006, Rachel directs projects focused on leadership and career development while leading workforce research to enhance organizational success. Previously, Rachel was a Research Scientist at the American Institutes for Research, developing training curricula and assessment tools for various sectors, and served as an Instructor in Psychological Science at the University of South Florida, educating approximately 360 undergraduate students per semester. Early career experience includes consulting for PDRI, where Rachel designed promotion examinations for law enforcement. Rachel holds a Ph.D. and an MA in Industrial and Organizational Psychology from the University of South Florida, as well as a BS in Psychology from Stony Brook University.
