Rick Starzak is the Vice President and Historic Preservation Specialist at ICF, where they have been instrumental in facilitating compliance with Section 106 of the National Historic Preservation Act for various disaster recovery initiatives since 1984. Currently, Rick is working on projects related to recovery efforts in Puerto Rico and the development of programmatic agreements for significant construction projects involving SpaceX and FAA. Their extensive background includes previous roles as Principal/Senior Architectural Historian at Jones & Stokes Associates, Inc. and as an Architectural Historian at Myra L. Frank & Associates. Rick holds a Bachelor of Science from Brown University and a Master's in Architecture from UCLA.
