Rupert Haines

Consulting Director

Rupert Haines is a Consulting Director at ICF, leading the natural environment and marine policy team since June 2014, where responsibilities include project direction, management, strategic government advice, and economic analysis. Previously, Rupert held the position of Principal Economist at Atkins from August 2012 to June 2014, focusing on economic analysis and strategic advice for UK and international projects, particularly in environmental economics and marine conservation. As Project Economist for the Finding Sanctuary Marine Conservation Zone Project from March 2010 to August 2012, Rupert facilitated the planning of Marine Conservation Zones in the UK. Earlier roles include Senior Economist at Atkins from March 2004 to February 2010, conducting impact assessments and policy research on various strategic projects. Rupert's career began as an Economist at the Finance & Leasing Association from January 2002 to January 2004. Rupert holds an MSc in Sustainable Development with Environmental Economics from Imperial College London and a BA in Economics from the University of Newcastle-upon-Tyne.
