Steve Fine

Steve Fine is a Vice President at ICF, leading the Distributed Energy Resources Team since July 1995. With expertise in evaluating the economics of both conventional and renewable energy resources, Steve focuses on the implications of technological developments, market design, and environmental regulations. Prior to ICF, Steve served as an Analyst at Luz International, where 360MW of solar thermal power plants were developed in California's Mojave Desert. Steve's earlier experience includes serving as an Infantry Soldier in the Nahal Brigade of the Israel Defense Forces. Steve holds a Master of Arts in International Economics with a focus on Energy and Middle Eastern Studies from Johns Hopkins School of Advanced International Studies and a BA from the University of California, Santa Cruz.
