Carol Moore

Assistant to the CEO/ Executive Board Liasion

Carol Moore, CMC, currently serves as the Assistant to the CEO and Executive Board Liaison at the International City/County Management Association since May 2025. Previously, Carol held several positions in public administration, including Clerk of the Council/City Clerk for the City of Newton, MA, and City Clerk in Mukilteo, where responsibilities encompassed agenda management, records management, and facilitating legislative transparency. Earlier in Carol's career, roles included Administrative Coordinator at UPMC, overseeing academic office and project management for the Psychiatry Department, and Assistant Supervisor in the Circuit Civil Division at the Seminole County Clerk of Courts, supervising case management and jury coordination. Carol holds a Master of Public Policy and Management from the University of Pittsburgh and a Bachelor of Arts in History from Saint Bonaventure University.
