Olivier Ray currently serves as the Director for Movement, Mobilization and Partnerships at the International Committee of the Red Cross (ICRC) since April 2022. Previously, Olivier Ray was an Advisor for Global Affairs to the French President at the Présidence de la République from July 2020 to June 2022. Olivier Ray held various positions at the Agence Française de Développement from January 2014 to September 2020, including Director for Lebanon and Syria and Regional Director for the Middle East, where responsibilities included establishing a new regional office and supervising activities in multiple countries. Additionally, Olivier Ray worked as the Head of the Crisis Prevention and Post-Conflict Recovery Unit at AFD, focusing on operations in crisis situations. Earlier roles include serving as an International Advisor to the Minister at the French Ministry of Social Affairs and Health and as an Analyst at the Policy Analysis Department of the French Ministry of Foreign Affairs. Olivier Ray holds a Master’s degree in International Affairs from Columbia University and a Master’s degree in Public Administration from Sciences Po.
